Prof. Dr. Hicabi Kırlangıç was born in Amasya in 1966. He completed his primary and secondary education in Amasya.  In 1987, he graduated from Ankara University, Faculty of Language, History and Geography, Department of Eastern Languages ​​and Literatures, Persian Language and Literature. In 1988, he was appointed as a Research Assistant to the Department of Persian Language and Literature at the Faculty of Languages, History and Geography of Ankara University. He completed his Master’s Degree (1989) and PhD (1996) on Persian language and literature at Ankara University Institute of Social Sciences. He completed his military service in 1996. He was appointed as an Assistant Professor to the Department of Eastern Languages ​​and Literatures at Ankara University, Faculty of Languages and History-Geography on 30.07.1998.

On 16.04.2002, he received the title of Associate Professor in the field of oriental languages ​​and literatures of the University. He was appointed as an Associate Professor in 2003 and as a Professor in 2010.

He worked as a visiting lecturer in the Department of Turkish Language and Literature at Iran Allâme Tabâtabâî  University in the academic year of 2004-2005.

He worked as the Head of the Department of Eastern Languages ​​and Literatures (2011-2020) and the Head of the Department of Persian Language and Literature (2011-2020) at the Faculty of Languages and History-Geography.

Professor Kırlangıç ​​also served as “Ministry of Education and Children’s Broadcasting Advisory Board Member”, “Turkish Language Association Scientific Board Member” and as the Chairman of  “Turkey’s Writers Union” (2006-2008, 2014-2016). He was one of the founders and board members of “Mevlana Research Association”.

Prof. Dr. Hicabi Kırlangıç, who published copyrighted and translated book studies and scientific articles in the field of Persian Language and Literature and presented numerous scientific papers, is married and has three children.
